Over 25,000 children in Pennsylvania are not living with their families. Family Care for Children & Youth provides an array of progressive social services designed to provide these children with a caring, nurturing family atmosphere.

FCCY is a private, nonprofit agency with six Pennsylvania foster care locations. Each of our facilities delivers a variety of program and Services options, and our compassionate staff members are experienced in every aspect of family care. Services provided by FCCY include Family-Based Services, Family Reunification/Family-Based Services, Kinship Care/Family-Based Services, Kinship Care Home Studies, Adoption Services, Independent Living, Emergency Shelter, and Respite Care. All FCCY services are provided without regard to race, color, religious creed, disability, ancestry, national origin, age, or sex.

FCCY Program Compatibility
Licensed by the Pennsylvania Department of Public Welfare, FCCY programs are compatible with the Pennsylvania Juvenile Probation System’s "Principles for Balanced and Restorative Justice." The goals of the Juvenile Court Judges Commission (Community Protection, Accountability, Competency Development) can all be met by using one or more components in our family care program.

FCCY programs are also designed to be compatible with the six core principles of Pennsylvania’s Child and Adolescent Service System Program (CASSP). These principles, defined for mental health services for children and adolescents and designed to operate simultaneously, are summarized as follows:

1. Child-Centered: Services are planned to meet the individual needs of the child rather than fitting the child into an existing service.
2.  Family-Focused: Services recognize that the family is a child’s primary support system.
3. Community-Based: Whenever possible, services are delivered in the child’s home community.
4.  Multi-System: Services are planned in collaboration with all child-serving systems involved in the child’s life.
5. Culturally Competent: Services are provided with respect to the child’s cultural background.
6. Least Restrictive/Least Intrusive: Services take place in settings which are most appropriate and natural for the child.
